The data file contains the PLANET collaboration light curve for the 
Galactic bulge microlensing event OGLE-1999-BUL-23, and is arranged as follows:

col2    magnitude        instrumental I or V magnitude as reported by DoPHOT
col3    error            Uncertainty in magnitude as reported by DoPHOT
col4    timestamp        HJD - 2450000.0 at mid-exposure
col5    FWHM             Full width at half maximum of stellar image as 
				reported by DoPhot
col6    flag              0 = data points used for the final analysis
                          1 = outliers
